Not Everyone Knows They Qualify

The visa is open to all nationalities without exception, which reflects the UAE's broader positioning as a genuinely global destination. Children under 18 can be included through a family application. Applicants from Iraq, Iran, Pakistan, and Afghanistan are required to submit a national ID card alongside the standard documents.

To be eligible, you will need a passport valid for at least six months, a return ticket out of the UAE, valid health insurance covering your stay, a bank statement showing a balance of at least $4,000 over the six months before application, and a coloured passport photograph.

The financial threshold is notably accessible. For most international investors considering Dubai property, $4,000 in demonstrable bank balance is not a barrier. It is simply a documentation requirement — one that confirms the applicant is not arriving without means.

What It Costs — and Why the Real Number Is Much Lower

The visa carries a security deposit as its largest cost component — refundable under most circumstances, which makes the real out-of-pocket expense considerably lower than the headline figure suggests.

Through the ICP website, the total fee is AED 3,775. This breaks down into a request fee of AED 100, an issuance fee of AED 500, a security deposit of AED 3,025, and various e-service and administrative fees totalling AED 150. The security deposit is returned if the visa expires, is cancelled, or the application is rejected — it is not a sunk cost in the normal sense.

Through the GDRFA website, the total is AED 3,713.50, with a slightly different fee structure but the same core components. Both channels process applications in up to 48 hours.

Put differently: for less than AED 800 in non-refundable fees, you can secure five years of flexible, unlimited entry access to the UAE.

For an investor making even a single property visit per year, the economics are straightforward.

Getting It Is Simpler Than You Think

The application process is designed to be simple and can be completed entirely online. Through either the ICP or GDRFA websites, you log in via UAE Pass or a registered username, locate the 5-year multiple entry permit application, complete the form, upload the required documents, and pay the fee. Processing takes up to 48 hours.

For those who prefer to apply in person, customer happiness centres, GDRFA centres, and typing centres across the UAE all handle the application. The process follows the same steps — queue, submit, pay — with the same 48-hour processing window.

The Rules That Can Cost You If You Ignore Them

Once issued, the visa carries conditions that must be observed carefully.

You must enter the UAE within 60 days of the issuance date, or the visa becomes void.

Each stay is capped at 90 days, with the option to extend once for a further 90 days in the same year — but the combined total across all stays cannot exceed 180 days annually.

Unused days from one year do not carry over. If you stay 60 days in year one, you do not carry 30 days into year two.

Overstaying is taken seriously. Fines are collected at the point of departure, and the security deposit is forfeited.

The visa also becomes invalid, with no refund issued. For investors who are structured and disciplined about their travel — which most are — none of this should present a problem. But it is worth understanding before you book.

Your Money Back — When and How

One of the more investor-friendly aspects of this visa is its refund structure. If your application is rejected, you receive back the issuance fee, health insurance fees, and the full security deposit. The same applies if the visa expires unused or is cancelled.

Refunds are processed to the original payment card within 180 days of submission. Beyond that window, refunds are issued by cheque or bank transfer to UAE-based banks, and remain claimable for up to five years. The only exception is overstaying — in that case, the deposit is forfeited and no refund is available.

A tourist visa does not make you a Dubai resident. It does not give you a local bank account, a company registration, or a tax residency certificate.

What it does is give you access — consistent, reliable, renewable access to a market that rewards proximity.
